Water Meter Program Frequently Asked Questions
The City of Daytona Beach is undergoing a project to replace residential water meters. While crews will visit around 15,000 addresses, not all meters will be replaced. Some visits will be for troubleshooting or inspection purposes. This project will help ensure accurate readings and reliable water service.

Like other technologies—such as smartphones and home appliances—utility infrastructure must be updated regularly to stay in line with industry standards. Replacing the meters is a common and necessary step that ensures real-time data exchange, improved billing accuracy, customer service and operational efficiency. These updates help ensure the city’s systems remain reliable, secure and consistent with best practices used by utility providers across the country.

Meter replacements will take place between 8 a.m. and 5 p.m., Monday through Friday.
The schedule of notifications includes:
- Two weeks to two days ahead of meter installation: Door hangers will be placed on front doors of houses that will get meters.
- Day of: VEPO Metering staff will be in your neighborhood with clearly labeled vehicles and uniforms. They will knock on the door before starting the meter exchange and will place an informational door hanger after the installation is complete or indicating they will need to return to complete the meter.
Please note: While work is scheduled for weekdays, limited weekend work may occur if necessary to make up for weather delays or other unforeseen circumstances. Any weekend work will be communicated in advance, and efforts will be made to minimize disruption.

On the day of installation, the installer will be on your property to change out the equipment. Since water meters are outdoors, you may not even notice the installers. VEPO Metering installers will remove the existing water meter and install the new meter. A typical change out takes approximately 30 minutes to an hour. Each installer will have proper identification, as well as a marked vehicle. The installer will knock on the door before each install to alert the customer of the meter being exchanged.
No, the installer does not need to enter your home. All water fixtures need to be in the off position. The meter won’t be installed if the water is on. If someone requests to enter your home, tell them no. Your installer will arrive in a marked vehicle and will have an ID card verifying identity. If someone is insisting, they enter your home, call the police or if it is an emergency, call 911 immediately.
Meter replacement will begin summer 2025 continuing through early spring 2026. Where you are located will determine when the new meter will be installed. Customers will be notified in advance with a door hanger stating that crews are coming to replace meters. In addition, door hangers will notify customers when an installation has been completed.
Installations by VEPO will follow the city’s utility billing cycles, but to avoid interfering with active billing, they will not work in areas currently being billed. As a result, the schedule may move around the city rather than follow a set geographic order. Unless staffing levels increase, it’s unlikely VEPO will be working in multiple areas of the city at the same time. Residents will receive a minimum of 72 hours’ notice before their meter is replaced. The water meter project in its entirety will start summer 2025 through spring 2026.
The City of Daytona Beach hired VEPO Metering as the contractor to replace the meters. You can identify the contractors by the VEPO Metering name and logo on their shirts, vehicles and badges.
Installation by VEPO is expected to take 30-minutes to 1-hour on the day of installation. The water replacement project in its entirety is projected to start early summer 2025 through spring 2026.
Installations by VEPO follow the city’s utility billing cycles, but to avoid interfering with active billing, they will not work in areas currently being billed. As a result, the schedule may move around the city rather than follow a set geographic order. Unless staffing levels increase, it’s unlikely VEPO will be working in multiple areas of the city at the same time.
You will receive a door hanger notifying you when the meter has been changed and a new meter has been installed.
The City of Daytona Beach requests that all customers take the following actions to prepare for meter installation.
- Remove objects and vehicles that may obstruct access to the water meter.
- Refrain from using water during installation.
- After installation you may experience temporary air bubbles or discolored water because the water needs to be turned off during the change out process. Please briefly run cold water to clear it up.
If you experience a water leak, low water pressure, or any other issue after installation, please contact the installer at 877-860-VEPO (8376) to report your concern.
For emergencies, such as major leaks or water service disruptions, please contact the City Dispatch at (386) 681-8815.
There is the potential that water usage was not fully registering on your old meter which could mean there is a more accurate recording of consumption with a new meter. All new meters are tested to ensure they meet American Waterworks Association guidelines and specifications for the highest level of accuracy.

In certain instances, your utility bill may be based on estimated usage rather than an actual meter reading. This practice is standard across the utility industry and is employed when a meter reading cannot be obtained due to factors such as weather conditions, equipment access issues or technical challenges.
This approach aligns with industry standards and is permitted under Florida regulations. The Florida Administrative Code stipulates that estimated bills may be issued under certain circumstances, ensuring continuity in billing cycles.
