picture of permits and licensing boat in the Halifax RiverThe Permits & Licensing Division’s Marine Unit serves as a critical safety and compliance resource on the Intracoastal Waterway, enforcing the Florida Building Code from the water and ensuring waterfront structures meet applicable standards. Covering approximately five continuous miles on both sides of the Halifax River, the unit works in close coordination with the Daytona Beach Police and Fire Departments, the Florida Fish and Wildlife Conservation Commission (FWC) and the U.S. Coast Guard in a unified effort to keep the waterway safe for residents and visitors. The unit operates a 24-foot Everglades bay boat equipped with power poles to stabilize the vessel in shallow water, allowing inspectors to access and assess areas that may be difficult to reach from land. 

In addition to its day-to-day responsibilities, the five-person Marine Unit provides damage assessment support during disasters and offers mutual aid to neighboring cities when called upon to deliver these specialized services. All personnel assigned to the Marine Unit bring more than 20 years of boating experience and are dual-certified as building and fire inspectors, ensuring a highly trained, knowledgeable team capable of responding effectively.
